Following the award of the new ENC waste collection contract, Kier Street Services (KSS) sought an operating base within the ENC district.
The Chelveston Renewable Energy (CRE) owned former airfield site was eventually chosen and an application made in July 2011 to the Traffic Commissioners for a Goods Vehicle Operators License on the CRE site to base their vehicles.
As the routing of the KSS HGV’s was initially uncertain, this application was opposed by the Council and others. Once it was confirmed that the KSS HGV traffic would be bound by the same NCC Highways “Route B” traffic routing as the other HGV traffic, the objection was withdrawn.
As CRE were unable to complete the pre-condition improvement works to the site (as required by the consented Bio-mass (AD) plant plans) before the August start date, KSS applied for a temporary licence to operate out of the existing Carr Transport Yard in Upper Higham Lane.
How many heavy goods vehicles are involved? The KSS Contract Manager met with the Council in August to explain the KSS operations. Once the CRE site is up and running, there will be 22 daily vehicle movements (total site consented daily vehicle movements is 40).
The KSS fleet consists of 7x dual collection vehicles (pictured above), 2x 7.5 tonne tippers, 2x 3.5 tonne tippers and 2x roadsweepers, all in ENC colours.
Where does the waste go? The food waste (approx 10%) is initially going to the existing Goosey Lodge facility at Wymington, Beds, until the AD plant is operational. Dry recycling will be bulked up at CRE, prior to transport, 2-3 times a week, to the Pure Recycling materials recovery facility at Ettington, Warcs (part of Kier Group) and residual waste will go to the Sidegate Lane and Weldon landfill sites.
How much space will KSS be using? KSS will use approx a third (10,000ft2) of the new AD reception building (30,000ft2) when it is built at the CRE site for bulking the dry recycling. They will use part of the yard area for the overnight storage of their vehicles, as well as utilising office and crew areas for their staff.
